В Конгрессе предусмотрены четыре способа голосования: голосование вслух [voice vote, viva-voce voting] (при этом методе побеждает мнение более громкоголосой группы депутатов); раздельное (групповое) голосование [ division vote], или голосование стоя, когда голосующие "за" или "против" поднимаются со своих мест и стоят до окончания подсчета; голосование с участием счетчиков голосов [teller vote], при котором голосующие по очереди проходят мимо счетчиков (одна группа счетчиков при этом считает голоса "за", другая "против"); и, наконец, регистрируемое голосование [ recorded vote] с помощью электронного устройства с возможной регистрацией всех поданных голосов (такая процедура занимает обычно от 5 до 15 минут).
